Pingshan County is located in the south of the Sichuan Basin, on the north bank of the Jianshan River. The Minjiang River goes through the county from the northeast to the southwest side.
According to the entire urban planning regulation of Pingshan County, this project was part of the urban landscape axes, which is comprised of: Civic Plaza-Landscape Boulevard-Horse Lake Park-Jangbei Dam.
This project began at the Civic Plaza and ended at the Southbank Wharf, including a 1.3 kilometer landscape axis design and the buildings’ design on both sides.

The design idea comes from “voyage”, indicating that Pingshan County was the first urban area on the Yangtzi River.
